Evaluation of the Emergency COVID-19 Support Programme of the German Ministry for Economic Cooperation and Development in Jordan and Lebanon

The COVID-19 Emergency Response Programme, with a volume of EUR 4.7 billion, was launched in 2020 by the German Federal Ministry for Economic Cooperation and Development to support developing and emerging countries in the face of the pandemic. 

Mindset was contracted in 2023 by the German Institute for Development Evaluation (DeVal) to capture data on the Emergency COVID-19 Support Programme in Jordan and Lebanon. Through this assessment, the German Ministry for Economic Cooperation and Development seeks to better understand how their program has stimulated changes in Jordan and Lebanon regarding different kinds of instruments like policy-based financing or cash transfers. Our team worked with DeVal to translate and modify survey tools, adapting them to the local context and collecting feedback to improve their effectiveness. We conducted 500 interviews and implemented ongoing quality assurance checks to ensure data accuracy. The collected data will be used to study the program's outcomes and inform future program design.
